This is the single most common question we get: "do I need a permit for this trip?" The honest answer is it depends on your nationality and which states are on your itinerary — Northeast India has permit rules unlike anywhere else in the country, left over from colonial-era Inner Line regulations and present-day border security around Arunachal Pradesh, Nagaland, Manipur and Mizoram.
Inner Line Permit (ILP) — For Indian Nationals
An ILP is required for Indian citizens to enter certain Northeast states. As things currently stand, that means:
- Arunachal Pradesh — ILP mandatory for all Indian visitors, applied for online (e-ILP) or at entry checkposts.
- Nagaland — ILP required, checked at entry points such as Dimapur.
- Mizoram — ILP required for Indian nationals.
- Manipur — ILP requirement was reinstated for Manipur in late 2019; carry ID and be prepared to show it at checkpoints.
Assam, Meghalaya, Sikkim and Tripura do not require an ILP for Indian nationals for general tourism. ILPs are usually processed within a few working days, but rules and validity periods are revised periodically by state governments, so we always confirm current requirements before your travel dates rather than relying on last year's process.
Protected Area Permit (PAP) / Restricted Area Permit — For Foreign Nationals
Foreign nationals face a separate and generally stricter system. Parts of Arunachal Pradesh, Nagaland, Manipur, Mizoram, and areas of Sikkim near the Chinese border are classified as Protected or Restricted Areas requiring a PAP/RAP. Key differences from the Indian-national ILP process:
- PAPs typically require booking through a registered travel agent rather than being available to independent foreign travellers.
- Processing generally takes longer — plan on submitting details several weeks ahead of travel, not days.
- Some specific sensitive zones (such as Bumla Pass near the Indo-China border in Arunachal Pradesh) are restricted to Indian nationals only, regardless of PAP status — see our Tawang & Bumla Pass guide for details.
- Group size minimums have historically applied to some PAP categories; requirements are periodically revised, so confirm current rules for your specific nationality and itinerary.

For any package that touches a permit-required state, we ask for a scanned photo ID (Aadhaar/passport), passport-size photographs, and your exact travel dates as early as possible — ideally 3–4 weeks ahead for foreign nationals, and at least a week ahead for Indian nationals.
